Rhode Island lawmakers pass sweeping climate change bill, MassLive. Governor McKee says he’ll sign but as of the writing of this email he hadn’t yet done so.

For those of you who like detailed, wonky market stories there is news about a jump ball filing, NEPOOL pitches ISO-NE capacity market reforms aimed at boosting offshore wind, S&P Global Market Intelligence.

Energy News for week ending April 2, 2021

Big week for OSW | Overcharged | It’s going to hurt

Happy Friday folks. It’s opening day at Fenway! Spring has officially sprung.

Here’s what’s big news and/or interesting this week.

It was a two-fer week for the energy industry with President Biden’s release of his huge offshore wind and infrastructure plans. We have included a lot of article links below with both local and national perspectives. Suffice to say, a lot of people are excited at the possibilities these plans bring. Of course there is caution about how much gets through Congress and the multiple hurdles to overcome – for example the siting and permitting of transmission.

In other news, MA AG Maura Healey released a report finding that Massachusetts residents who get their power through competitive electric suppliers paid $426 million more over five years than they would have if they’d stayed with their utility companies. State House News Service via WWLP has the story.

And from Jon Chesto at the Globe, “The heating oil industry is fired up about a proposal to take away energy-efficiency rebates from its customers as part of a state-led effort to wean homeowners off fossil fuels. At issue are priorities endorsed March 24 by the Energy Efficiency Advisory Council that includephasing out Mass Save rebates for new oil-fired systems for heat and hot water, as well as no-interest loans for homeowners to install them,as soon as January. Rebates for natural gas-fired and propane installations would be ratcheted back significantly. ‘It’s simply not fair,’ said Michael Ferrante, president of the Massachusetts Energy Marketers Association. ‘I wouldn’t say it’s going to cripple the industry. But it’s going to hurt us. And it’s going to hurt heating oil customers.’”

Happy Friday folks.

I hope everyone has had a chance to enjoy the beautiful weather the past couple of days.

Two big pieces of news out of Massachusetts this week. The first from Jon Chesto at the Boston Globe, “Governor Charlie Baker’s administration has kicked off the state’s third round of bidding for offshore wind energy contracts, and this one has the potential to be the biggest yet. State officials are soliciting bids for up to 1,600 megawatts of offshore wind electricity this time around. To put that in perspective, the Vineyard Wind development team won the state’s first round of offshore wind energy bids in 2018, to deliver 800 megawatts to Massachusetts electricity customers. That was enough power for more than 400,000 homes. The Mayflower Wind team won the second round in 2019, with a similarly sized proposal. State officials hope that by offering the opportunity to go bigger, economies of scale can help control costs and logistics for the industry, particularly with regard to power lines to bring that electricity to the mainland. The rules for the new round of bidding were filed with the Department of Public Utilities on Wednesday.

And out of Western Mass, Shutesbury to be exact, we have a story from Scott Merzbach at the Daily Hampshire Gazette, “Five solar projects that combined would become possibly the largest such renewable power source in the state — and which would also bring significant revenue to the town — are being proposed for development. Amp Energy of Ontario, Canada, is taking the initial steps to use up to 190 acres of forested land, owned by W.D. Cowls Inc., for the arrays that would generate 45 megawatts of power. That’s enough power to serve 5,000 households, the company said. ‘To my knowledge, this would be the largest in Massachusetts,’ Evan Turner, a representative for Amp, told the Select Board and Planning Board during a presentation earlier this month. Turner said the company already holds a lease option for the sites for the ‘very large proposal as a group of projects.’  Before moving forward with the plans, though, the company would like to pursue what is called a municipal partnership model that would generate $450,000 for the town in the first year of payment in lieu of taxes.”

And in what could be bad news for the makers of anti-perspirants, we have this from Microgrid Knowledge, “Nanoengineers at the University of California San Diego have developed a wearable microgrid that harvests and stores energy from the human body to power small electronics. It consists of three main parts: sweat-powered biofuel cells, motion-powered devices called triboelectric generators, and energy-storing supercapacitors. All parts are flexible, washable and can be screen printed onto clothing.”  Hmmm. Whatever happened to “Never let them see you sweat?”

Happy Friday folks.

There was a ton of energy news this week and most was positive. We can’t highlight it all, but a few stories raised eyebrows and others made us sad.

Central Maine Power finds itself in the news again and this time over its solar policies:

This is story that makes us sad. GTM is a great news outlet that will surely be missed when it is shutdown in March, Greentech Media news group to be closed by oil, gas, energy research firm Wood Mackenzie, Energy Transition Now.

The Biden Administration’s love of EVs is causing this category of news to grow. We have several stories below that outline benefits and challenges. And if you’re in the market for an EV, check out this story from the Wall St. Journal. The New Electric Vehicles Now Hitting the Road. I have my eye on a Nissan Ariya – it will need to handle carrying kayaks, bicycles, and golf clubs though.
