Energy News for week ending January 15, 2021

Vetoed! | Imminent Start | Bug Robot

Happy Friday folks.

Well, we got the answer to last week’s question about whether Governor Baker was going to sign the climate bill or not. Thursday evening he opted for the veto. The good news is that Senate President Spilka and House Speaker Mariano are prepared to refile the bill, but it’s likely to face some significant changes. We have several stories related to this for you below.

According to the Portland Press Herald there are signs of preparation in Maine for the NECEC. “Obscured by a swirling snow squall, an amphibious off-road transporter with 5-foot-high tires maneuvered Friday along the Maine ITS 89 snowmobile trail at the base of Coburn Mountain. At a junction, two workers from Northern Clearing, a Wisconsin-based right-of-way contractor, stepped into the wind and 11-degree cold and secured a sign and pink flagging tape to a small tree. The sign was one of hundreds being erected in remote stretches of northwestern Maine between the Canadian border and The Forks. They will guide crews – likely starting next week – to where they will begin clearing sections of a 53-mile-long corridor through the forest for Central Maine Power’s $1 billion hydroelectric power corridor project, called New England Clean Energy Connect.”

For the new tech feature we have a giant bug for you. From Electrek, “Robots aren’t going to take over the world, but they can definitely make life a lot easier for humans. And that was the aim of BladeBUG, a UK startup that has developed insect-like robots to inspect, maintain, and repair offshore wind turbine blades without the need for rope access…How will the offshore wind industry maintain and repair the giant turbine blades once they’re swooshing through the air, high above the water, without requiring wind turbine workers to dangle precariously above the sea? (Who’s going to want to hang off the giant 14 MW Haliade-X Dogger Bank turbine blades? Yikes.) Not only does the robot make it safer for rope access technicians; it also saves money for the wind turbine companies, as it’s expensive to have humans climb out onto turbine blades.”

Energy News for week ending October 23, 2020

Here to Stay | Save Billions | Construction this Year

We start this week’s energy news recap with a story from Greentech Media, “From Pilot to Permanent: Green Mountain Power’s Home Battery Network Is Here to Stay. The Vermont utility now controls several thousand Tesla Powerwall batteries sited in customers’ homes. The results have been promising. Utility pilot projects aren’t famous for being standout financial successes. Usually, the goal is to verify a technology in the field before attempting broader deployment. Sometimes nothing follows the pilot. Vermont utility Green Mountain Power not only verified the efficacy of residential batteries for meeting grid needs, but it also saved its customers millions of dollars with them. Now, that program has been ratified by the state’s Public Utility Commission as a permanent residential storage tariff, which means battery installations — and utility savings — will continue to rise.”

Speaking of savings, according to a new study, a big push to renewables could save Americans a lot of money. From The Guardian, “Aggressive push to 100% renewable energy could save Americans billions – study. An aggressive push towards 100% renewable energy would save Americans as much as $321bn in energy costs, while also slashing planet-heating emissions, according to a new report. Joe Biden, the Democratic presidential nominee, has vowed to eliminate greenhouse gases from the US power grid within 15 years and essentially zero out emissions by 2050, a plan assailed by Donald Trump as costly and detrimental to the American economy. But a new analysis by Rewiring America, an energy policy organization, finds that households would benefit financially from a complete switch to clean energy sources such as solar and wind. More than 40% of energy emissions are determined by appliances in and around the home, according to the report, such as heating, electricity, refrigeration and car use. Should all of these related factors be fully electrified and sourced from clean energy, households could save as much as $321bn in energy costs, the report finds, or up to $2,500 a household a year. Households would be faced with the upfront costs of installing solar panels and electric devices such as stovetops and heat pumps, but Rewiring America says strong government assistance for renewables would help deliver long-term savings.

Each week there seems to be something new going on with the NECEC project in Maine. This week, the State House News Service reports we can expect to see action. “Utility Sees Maine Transmission Project Construction This Year. Utility company executives behind the project that would deliver clean power from Hydro-Québec to the Massachusetts and New England power grid said Wednesday construction should start before the end of 2020, about a year later than the company once projected. New England Clean Energy Connect, a 145-mile transmission project of Central Maine Power Company, is expected to link the electrical grids in Quebec and New England to provide cleaner and more reliable hydropower directly to a converter station in Lewiston, Maine, and into the regional grid. Bay State utilities and Gov. Charlie Baker’s administration chose the project to help Massachusetts meet its statutory requirements to increase renewable energy supplies. During an earnings call for CMP parent company Avangrid on Wednesday morning, CEO Dennis Arriola said the project is ‘on track to start construction in Q4 2020, once we receive the approval of the U.S. Army Corps of Engineers, which we expect by the end of this month.’”

Energy News for week ending June 26, 2020

Carbon Tax | Solar Limbo | StEnSea

Happy Friday afternoon.

We start we a story from the Concord Monitor, “New England Power Generators pushing for a carbon tax. A utility group representing most of the power plants in New England is supporting the idea of a tax on the carbon content of emissions, an idea supported by many economists as the simplest and most market-based way to reduce greenhouse gas production. The report by Cavicchi and Paul Hibbard of the Analysis Group for New England Power Generators Association says a price of between $25 and $70 per ton of CO2 in emissions would drive changes in electricity production, transportation and heating that could meet the region’s emissions targets. A carbon tax would raise the price of gasoline and heating oil, spurring a switch to electric vehicles and electric heat pumps. As the power grid comes cleaner with more renewable energy, that would reduce greenhouse gas emissions. This strategy, often placed under the slogan ‘electrify everything,’ is a major plank in many proposals to fight the climate emergency. The report argues that total spending would also decline by switching to electrified transportation and heating, saving customers money.”

Next up is a story from PineTreeWatch.org, “6,000 Maine solar projects remain in limbo due to uncertainty over federal decision on net metering petition. The fate of net metering in New England — and across the United States — remains unknown, but resistance to its erasure is mounting. More than 450 organizations, 57,000 individuals and 37 states submitted comments opposing a petition that could set a national precedent and end a billing practice that credits users for investing in solar. Twenty-two organizations and individuals filed support for the proposal. The public comment window ended on June 15. The Federal Energy Regulatory Commission (FERC) has not yet set a date to rule on the petition, which was filed by the New England Ratepayers Association in April…Maine Gov. Janet Mills was among those who spoke out against the petition, asking commissioners to ‘outright dismiss this petition.’ More than 6,000 ongoing projects in Maine rely on the benefits of net metering and the petition ‘would put at risk Maine’s existing renewable energy programs and the economic benefits enjoyed by thousands of citizens,’ Mills wrote in a letter to FERC. The Maine Public Utilities Commission and Maine Office of the Public Advocate also issued statements opposing the petition. ‘We’re not going away,’ said Barry Hobbins, Maine’s Public Advocate, whose job is to look out for the interests of public utility customers in Maine. ‘This could really undercut the solar industry.’”

For our new technology feature we look to the Institution of Mechanical Engineers, “Energy storage at sea could enable full transition to renewable power. A new form of pumped-storage hydroelectricity (PSH) has been developed by the Fraunhofer Institute for Energy Economics and Energy System Technology in Germany. The project, entitled Storing Energy at Sea (StEnSea), uses concrete spheres anchored on the seafloor. To store energy, water is pumped out of the spheres, against the pressure of the surrounding seawater. When the energy is required, water is allowed to flow back into the spheres, driving turbines. No upper reservoir or transmission pipe is required since the surrounding seawater provides the necessary water pressure. When compared to conventional PSH, the need for land is eliminated and structures are minimised. It eliminates the danger of dam collapse and improves storage efficiency since evaporation from the upper reservoir does not reduce the energy stored. It is proposed that spheres with a diameter of 30m would be located at a depth of 700m, giving a nominal storage capacity of 27MWh. When the actual internal volume and operating efficiency of the system are taken into account, this configuration is expected to yield 18.3MWh storage capacity with a peak power output of 5MW.”

Our new “tech” feature for this week comes from Phys.org, “Visualizing heat flow in bamboo could help design more energy-efficient and fire-safe buildings. Modified natural materials will be an essential component of a sustainable future, but first a detailed understanding of their properties is needed. The way heat flows across bamboo cell walls has been mapped using advanced scanning thermal microscopy, providing a new understanding of how variations in thermal conductivity are linked to the bamboo’s elegant structure. The findings, published in the journal Scientific Reports, will guide the development of more energy-efficient and fire-safe buildings, made from natural materials, in the future. The building sector currently accounts for 30-40% of all carbon emissions, due to both the energy-intensive production of the materials (predominantly steel and concrete), and the energy used in heating and cooling the finished buildings. As the global population grows and becomes increasingly based in towns and cities, traditional building approaches are becoming unsustainable. Renewable, plant-based materials such as bamboo have huge potential for sustainable and energy-efficient buildings. Their use would dramatically reduce emissions compared to traditional materials, helping to mitigate the human impact on climate change. This approach would also help keep carbon out of the atmosphere by diverting timber away from being burnt as fuel.”

Energy News for week ending February 15, 2019

Happy Friday afternoon folks.

We’re starting out this week with a couple of climate change stories.

First, from the New York Times, in what is a graphically cool piece as well as interesting relative to adapting to climate change, is a story about how Switzerland (yeah, I know it’s not the “Northeast”) is rethinking how they use hydropower. Check it out, if for nothing other than the presentation of the information.

Our second climate change story comes from the AP which reports that Matt Fitzpatrick, an ecology professor at the University of Maryland’s Center for Environmental Sciences in Frostburg, Maryland, “looked at 12 different variables for 540 U.S. and Canadian cities under two climate change scenarios to find out what the future might feel like in a way a regular person might understand. He averaged the climate results from 27 different computer models then found the city that most resembles that futuristic scenario.” For those of you in greater Boston and other coastal New England cities, it looks like we’re all going to experience what’s typical weather right now for various areas in Maryland. For those that reside inland, your weather is more west. For example, Burlington, VT will feel like Taylorville, IL and Hartford, CT like Sikeston, MO. All in all it looks warmer and wetter. Last story for this week is from Seven Days in Vermont about cheese – Cabot Creamery’s farms to be specific. While this long read has a lot of details about their operations including “Fitbits for cows” (who knew?) there is a section on their energy efficiency and renewable energy measures. “Consider electricity: Fairmont’s East Montpelier milking parlor is active nearly 24-7…Fairmont recently installed energy-efficient LED lighting in its barns, recommended by Efficiency Vermont. And it now has solar panels on the roofs. The company that installed the panels last year now sells power to the farm at a reduced rate. Ayer expects that arrangement to shave 11 percent off the farm’s annual power bill. Gladstone noted that Newmont runs on alternative energy, too. The farm worked with Green Mountain Power, Catamount Solar and Yankee Farm Credit to install a solar array in Fairlee that produces 50 percent of the farm’s power…Blue Spruce Farm in Bridport generates some of its energy using a wind turbine, but the cows there also create some renewable energy of their own — with help from a biodigester. The digester provides the right environment for the manure to break down and release methane gas, which in turn powers a generator producing renewable electricity for Vermont homes and businesses. Aptly dubbed “Cow Power,” it’s available to Green Mountain Power customers, who can choose to pay an extra four cents per kilowatt for it; the money flows back to the farm.” So this weekend when you might be enjoying some wine and cheese, you can say that you’re supporting renewable energy and helping to keep us the heck out of Maryland.

Energy News for week ending December 7, 2018

We are in Trouble | Transfer Approved | Plenty of Capacity

From the Washington Post, “Global emissions of carbon dioxide are reaching the highest levels on record, scientists projected Wednesday, in the latest evidence of the chasm between international goals for combating climate change and what countries are doing. Between 2014 and 2016, emissions remained largely flat, leading to hopes that the world was beginning to turn a corner. Those hopes appear to have been dashed. In 2017, global emissions grew 1.6 percent. The rise in 2018 is projected to be 2.7 percent…’We are in trouble. We are in deep trouble with climate change,’ United Nations Secretary General António Guterres said this week at the opening of the 24th annual U.N. climate conference, where countries will wrestle with the ambitious goals they need to meet to sharply reduce carbon emissions in the coming years.”

Some good news in what’s expected to be a trend with nuclear plants across the country, VPR reports, “State utility regulators have approved the transfer of the closed Vermont Yankee nuclear plant to NorthStar, a demolition company that has has (sic) committed to decommissioning the plant decades earlier than previously planned. The Vermont Public Utility Commission said a main benefit of NorthStar’s plan was that decommissioning will begin no later than 2021. The current owner of the Vernon plant, the Entergy Corporation, had planned to delay cleanup of the site until at least 2053.”

Last news highlight for this week comes from the north of the border. The Portland Press Herald reports, “Hydro-Quebec officials say opponents of a transmission line through western Maine are wrong when they say the company’s plan to send hydropower to Massachusetts won’t provide abundant clean energy to New England…The utility’s officials said Thursday that the company has enough capacity to ensure that the electricity sent south is clean and produced with none of the carbon emissions blamed for global warming. “We have excess (hydropower) energy in Quebec that we can’t get out,” Serge Abergel, director of public affairs for Hydro-Quebec, told the editorial board of the Portland Press Herald…But Dylan Voorhees, clean energy director for the Natural Resources Council of Maine, disputed Abergel’s claims. He’s concerned that Hydro-Quebec could engage in a practice called greenwashing, in which a utility buys power from highly polluting generators such as coal plants when that electricity is cheap, then uses it to fulfill their own contracts rather than using their own clean hydropower. That would negate the environmental advantages of transmitting hydropower to Massachusetts.”

Energy News for week ending March 30, 2018

We’re on to Maine | Shut it down | A look inside

Happy Friday afternoon.

The big news this week, as Bill Belichick might say, is “We’re on to Maine.” In a succinctly worded announcement on the Massachusetts Clean Energy website, the new direction for the clean energy procurement went from Eversource’s Northern Pass project to Central Maine Power’s New England Clean Energy Connect 100% Hydro project. The announcement read in part, “The Electric Distributions Companies are in the process of concluding contract negotiations with the New England Clean Energy Connect 100% Hydro project (“NECEC Hydro”) and intend to execute agreements with NECEC Hydro for submittal to the Department of Public Utilities, assuming negotiations are concluded successfully.” For your reading enjoyment, we have included a whole section of stories related to this news.

But even before the Clean Energy Connect news broke, the Press Herald reported that new opposition is “ramping up” to CMP’s project. Tux Turkel writes, “A trio of companies, (Calpine Corp., Dynegy Inc., and Bucksport Generation LLC) which together own one-third of Maine’s generating capacity, say subsidized power from Canada could upend New England’s competitive, wholesale electric market and make some existing power plants in Maine too costly to run when they’re needed. They also say a big slug of power from Hydro-Quebec over a high-voltage, direct current line will make it technically difficult for new Maine-based wind and solar to connect to the region’s electric grid.

Normally when you hear, “shut it down” in the energy industry, it usually comes from anti-nuclear or anti-gas protesters. But this week it was Massachusetts Attorney General Maura Healey who is aiming to shut down the residential competitive supply market. According to a story on WGBH News by Colin Young of the State House News Service, “Electric customers in Massachusetts who switched to a competitive electric supplier paid $176.8 million more than they would have had they stayed with their utility company from July 2015 to June 2017, the two-year period during which Healey’s office was investigating the industry, her office announced…Healey said she plans to work with the Legislature, the Department of Public Utilities and the energy industry “to close down the market for individual residential competitive electric supply in Massachusetts.”

I have to say, as someone who has hung up on countless suppliers, had debates at my front door with electric supply salespersons, and counseled volunteers working with the elderly who have switched suppliers multiple times and faced huge penalties – at a minimum something needs to be done to reign in deceptive practices and to get the bad actors out of the game. The good news is that AG Healey already did that with Viridian, as was reported in the Boston Globe “An electricity supplier will pay $5 million to settle claims of deceptive marketing and sales tactics that resulted in consumers being overcharged, according to state Attorney General Maura Healey’s office. In addition to the settlement payout announced Wednesday, Viridian Energy LLC of Norwalk, Conn., agreed it would not market its electricity supply door-to-door in Massachusetts for the next two years and that it would change some of its marketing methods.” Hear, Hear!

Last for this week is a recently released video from ISO New England that “takes you inside the ISO, showcasing how the grid operator keeps the lights on across New England – today and in the future. Shot at the ISO offices and throughout New England, the video looks at the transformation occurring in New England, as the region transitions from a grid powered by oil and coal plants to one more reliant on renewable energy.”

Energy News for week ending February 23, 2018

Extension Cord | Charge it up | Backbone granted

Good Friday afternoon.

As most of you are aware, after last week’s Northeast Energy News was published, MA DOER announced that officials would enter into negotiations with another project while giving Northern Pass until March 27 to overturn the decision of the NH siting board. From CommonWealth Magazine, “While contract talks with Northern Pass continue, the state’s three electric utilities will also begin negotiating power supply contracts with New England Clean Energy Connect, a partnership of Central Maine Power and Hydro-Quebec that the update referred to as “the next best project.” However, some folks in Maine aren’t happy with that idea and want to protect their scenery. One Maine letter writer to the Ellsworth American, says, “Put your wind turbines in the Berkshires and build power dams on the Connecticut River. Leave us alone!

Today, the Wall Street Journal followed up with a story titled, “New England Has a Power Problem.” It offers a synopsis of all of the challenges and differing opinions that demonstrate how difficult it is to site energy projects in New England. With respect to Northern Pass they write, “But in woodsy New Hampshire, the idea of turning part of the state into an extension cord for Massachusetts has long been controversial. New Hampshire’s Site Evaluation Committee voted the project down this month, citing concerns including a negative impact on tourism and property values.”

This week MassPIRG released its report, “Plugging In: Readying America’s Cities for the Arrival of Electric Vehicles.” From the Gloucester Times, “Electric vehicles will become more mainstream and as that happens drivers will need the infrastructure — mainly charging stations — to support them, according to a MassPIRG report publicized Wednesday that estimated there will be 24,000 electric vehicles in Boston by 2030. The state has a goal of reaching 300,000 electric vehicles on the road by 2025…Cities should make chargers available for people who don’t have driveways or garages, government should encourage sharing of electric cars and bikes, and data about charging stations should be shared to enable drivers to find an open plug-in, MassPIRG recommended.”

North American Wind Power writes that getting ready for offshore wind took a step forward this week with FERC’s decision to give Anbaric Development Partners (ADP), “the right to develop a shared transmission system in support of Massachusetts offshore wind. The FERC decision grants ADP the authority to solicit customers and sell transmission rights to a 2 GW-2.4 GW offshore wind transmission system in southern New England called the Massachusetts Ocean Grid. FERC’s approval of the application allows ADP to offer its backbone transmission system to offshore wind developers that currently hold federal leases, as well as future lease holders, says ADP.”
